Method

  • Source: the periodic transaction reports members file with the Clerk of the House of Representatives and the Secretary of the Senate. Trades are counted by the year they were made and reports by the year they were filed. Only rows that name a ticker are stored, so trades in assets without one, such as most bonds and private holdings, are not counted. A scanned paper filing has no readable text, so it counts as a report but adds no trades, and every trade figure on this page undercounts members who file on paper. 2,432 of the 10,089 reports filed since 2012 added no trades, and the per-year table shows how many each chamber received.
  • The 45-day rule: the STOCK Act requires a member to report a trade no later than 45 days after it. A trade counts as late when its filing date is more than 45 days after its trade date, in calendar days. Delay figures leave out the 0 trades whose filing date is before the trade date.
  • Closed years: a year is closed once 45 days have passed since its last day and every report filed during it and during the following year has been read by the current parser, in both chambers. A closed year still leaves out the trades in reports without readable text. Years before 2020 are read once from the chambers' archives; later years are read again on every update. The current year runs through the data date and is marked as year to date, and recent years can still grow when members file late.
  • Most traded stocks leave out the 32,802 trades whose filed ticker could not be matched to a single listed company. Amounts are disclosed as ranges: a range reported as "Over $X" appears as ≥ $X, and exact or non-standard amounts are grouped as other amounts.
  • Party: a trade counts under the party the member held on the trade date, from the term that covers it. Trades by members not yet matched to a legislator, or made outside any recorded term, are left out of the party figures and counted as not known.
