Amendment to the Code of Ethics and Conduct

Dear Sirs,

I am writing you in my capacity as Attorney-in-fact of TelecomArgentina S.A. (“Telecom Argentina” or the “Company”), to inform you that the Board of Directors of the Company, in a meeting held today, has approved an amendment to Item 4.3 of Article 4 of the Code of Ethics and Conduct of Telecom Argentina, eliminating the fax as a reporting channel.

The “Code of Ethics and Conduct” with the amendment that was introduced will be made available on the Company´s website.
